Java Edition 1.8.9 and every version from 1.21.1 to the newest, and Bedrock Edition on Windows, phones, tablets and consoles. Pick your version before you download: the pack only uses the sound names that version knows, and a sound a version doesn't have (a mob added later) is left out and listed.
No. It's an ordinary resource pack. Java: put the .zip in Options → Resource Packs → Open Pack Folder and turn it on. Bedrock: open the .mcpack and Minecraft imports it; turn it on in Settings → Global Resources.
All of them. Newer versions give some mobs sound variants — big and mini pigs, moody cows, seven kinds of wolf — and babies with their own sounds. Your recording replaces every one of them — and for the monsters a parrot can imitate, its impression too.
That's Minecraft: it plays every mob's voice at a slightly random pitch so no two moos sound the same, and baby mobs higher still. The "Hear it in game" button plays your sounds with the same wobble.
No. Recording, the effects and building the pack all happen in your browser, and your recordings are saved only on this device so a refresh doesn't lose them.
Only players who have your pack turned on hear it — send them the file. A server owner can also set it as the server's resource pack so everyone gets it.
